Job Summary The Associate General Counsel works closely with the General Counsel and performs moderately complex (journey-level) legal work. Duties of this position include reviewing and drafting administrative rules, policies, and procedures; preparing and reviewing contracts and agreements; reviewing and preparing responses to public information requests; interpreting statutes, case law, rules, and regulations; preparing legal documents; and assisting with Commission meetings. Works under general supervision, with limited latitude for the use of initiative and independent judgment. Essential Tasks Provides advice and counsel to agency staff on legal matters and on the interpretation and application of agency policies, rules, and regulations, and state and federal laws. Serves as the agency’s Public Information Coordinator. Reviews and/or drafts administrative rules and related documents. Participates in drafting, developing, reviewing, and negotiating contracts and other agreements. Reviews Notices of Funding Opportunities for grants offered by the agency; drafts and reviews grant agreements and assists the agency with grant-related questions and research. Prepares materials in support of the agency’s open meetings, including drafting and/or reviewing meeting notices, orders, and resource materials for the meetings. Monitors, reviews, analyzes, and assists in the implementation of legislation affecting the agency in advance of and during the legislative session. Performs other job-related duties as assigned. Attends work in accordance with agency leave and attendance policies Comply with all applicable agency policies and procedures including safety and standards of conduct Other Tasks Attend all required training and other job-related training to ensure compliance with agency requirements and develop job-related skills and knowledge. Minimum Qualifications Graduation from an accredited law school with a J.D. degree. Must be licensed as an attorney in the State of Texas and a member in good standing with the State Bar of Texas. One year experience in administrative law. Preferred Qualifications Experience in a Texas state agency general counsel office. Experience with the administrative rulemaking process in Texas. Experience with the Texas Public Information Act. Experience drafting and reviewing contracts for a Texas state agency. Experience with the Texas Open Meetings Act. Knowledge Skills and Abilities Knowledge of general laws and regulations applicable to Texas State Agencies, including the Public Information Act, Open Meetings Act, and Texas state agency contracting and procurement laws and regulations. Skill in handling multiple tasks, prioritizing, and meeting deadlines. Skill in exercising sound judgment and effective decision making. Skill in legal research and analysis, including use of Westlaw. Skill in effective oral and written communication (writing sample required at time of application). Skill in identifying complex problems and reviewing related information to develop and evaluate options and implement solutions. Ability to receive and respond positively to constructive feedback and coaching. Ability to perform effectively and willingly when changes occur in scope and nature of the work and work environment. Ability to perform routine and non-routine work assignments accurately and on-time. Ability to work cooperatively to achieve office goals; ability to recommend and implement improvements to benefit office processes. Excellent attention to detail. Environmental/Physical Conditions Work will be performed onsite at the Lorenzo de Zavala State Archives and Library Building. Normal office work environment. May have exposure to dust and environmental allergens consistent with normal business activities and human contact. Must be able to work extended periods at a computer. May require working extended hours and some evenings and weekends as needed. May involve travel (up to 5% of the time). Normal cognitive abilities including the ability to learn, recall, and apply certain practices and policies and interpret data and information. Other Requirements College and law school transcripts required. Writing sample must be provided as an attachment to the application. The writing sample provided must demonstrate your legal writing and analytical skills. You may provide a cover letter to introduce the writing sample and provide content.
