SUMMARY

Technical and professional work in the coordination, management, and review of various activities of consultants, contractors, states permitting agencies and other County departments as they relate to the planning, design, and construction of capital or development projects. Responsible for reviewing and interpreting proposed construction plans and specifications, stormwater management reports and analyses, and other technical material submitted in support of private development and verifying compliance with the County's Comprehensive Growth Management Plan and Land Development Regulations and making appropriate recommendations for consideration of the Board of County Commissioners or the County Administrator's designee. Responsible for coordinating with the other County Departments and the Engineer of Record to ensure that the construction is implemented in substantial conformance with the approved plans, permits, and special conditions. In the event of a natural or man-made disaster that may threaten the area, the employee will be required to perform emergency duties as directed. ESSENTIAL DUTIES AND RESPONSIBILITIES / KNOWLEDGE, SKILLS AND ABILITIES (Note: The listed duties are illustrative only and are not intended to describe each and every function, which may be performed in the job class. Reviews Master and Final Site Plan applications for development, including associated construction plans and technical specifications, cost estimates, and storm water management reports for compliance with the Martin County Land Development Regulations pertaining to: Excavation and Fill (Division 8); Stormwater Management (Division 9); Flood Protection (Division 10); Parking and Loading (Division 14); and Roadway Design (Division 19). Coordinates projects in the review process to ensure compliance with Land Development Regulations (LDR) and the Comprehensive Growth Management Plan. Coordinates with other divisions and fields of expertise during the review process and makes suggestions to conform to Martin County LDR. Administers complete review process and coordinates with the Engineers of Record, surveyors, and applicants in a timely manner. Participates in pre-application meetings and any other related meetings as assigned. Researches and coordinates with other Departments to prepare cases of code violations and represents written agendas to the Code Enforcement Magistrate. Coordinates and attends Pre-Construction meetings, on an advisory level, with the Engineer of Record and construction inspection staff. May process proposed revisions to the Land Development Regulations. Reviews other departmental permit applications for compliance with the cited Land Development Regulations. Performs field visits to review progress of projects and to review conditions of site plan approval and checks for special exceptions affecting the permit. Attends Joint Application Workshop meetings with applicants, Local Planning Agency (LPA) meetings, and Board of County Commissioners (BOCC) meetings to provide technical response, as requested. Performs work related to this job description as required.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of civil engineering; principles and practices of construction administration; local building codes/design standards, state and federal permitting requirements for development projects. Knowledge of construction processes and procedures, materials, methods, and equipment as they relate to civil engineering projects. Knowledge of construction inspection methods, change orders, review and processing of pay requests. Knowledge of computer hardware and software programs utilized in the performance of job related tasks. Ability to identify or make changes to projects as needed in response to unanticipated events that may affect the success of the project. Ability to understand planning studies and to analyze information and formulate substantive recommendations based upon such studies. Ability to interpret technical plans. Ability to apply principles of site planning and design. Ability to estimate quantities and costs for construction of proposed projects. Ability to review and recommend approval of plans and specifications prepared by others. Ability to present ideas and design proposals graphically, verbally, and in writing to County staff, other governmental agencies, and the public.

EDUCATION AND EXPERIENCE

Graduation from an accredited college or university with a Bachelor's Degree in Engineering, Construction Management, Planning, Zoning, Public or Business Administration or a closely related field and two (2) of experience in civil engineering, land planning, zoning, and/or construction of roads, drainage, residential or industrial subdivisions, and/or commercial sites. Additional qualifying education and/or experience which provides the necessary knowledge, skills and abilities may be substituted one for the other on a year for year basis.
