Summary

Conducts standard construction management and inspection duties. Oversees and coordinates assigned Authority construction projects to meet time, quality, and cost specifications. Advises, guides, inspects, and approves construction contractor work on assigned project. Conducts inspections on new and existing residential and commercial building systems. Conducts inspection of in-progress construction site work. Conducts special inspections of alleged building code violations as directed. Confers with and advises designers, contractors, and staff on construction issues. Review contracts, contract plans, specifications, and other construction project documents. May assist in the preparation of requests for proposals and project cost estimates. Performs routine administrative activities related to construction management and inspection work.

Essential Functions

Oversees and coordinates assigned Authority construction projects to meet time, quality, and cost specifications: serves as Authority point-of-contact with construction contractors; reviews construction documents, including contracts, plans, specifications, and schedules; travels to construction project work site; evaluates construction progress; communicates with construction contractor and contractor staff on work progress issues; acts to resolve construction issues, advising contractor on how to comply with specifications; acts to assure staff and contractor safety at work site; may recommend project specifications; may prepare scope of work statements used to obtain quotes for NRHA construction projects; leads project progress meetings; reviews change order requests and advises NRHA staff on approval or disapproval of change order; conducts general oversight of the construction contract to assure contractor compliance, reporting, and payments; reviews and approves contractor invoices; prepares and submits reports on construction initiation, progress, and completion; and performs other tasks generally recognized as assignable to a construction project manager.

Inspects and evaluates commercial and residential building systems, including plumbing, heating, ventilation, air conditioning, fire suppression, and electrical systems: receives inspection assignment; travels to inspection site; reviews relevant inspection documents; evaluates electrical and mechanical systems for compliance with work plans, specifications, contract requirements, and building codes; operates standard inspection devices to identify system defects; documents inspection results; notifies appropriate parties of issues identified during inspection; prepares and submits inspection reports; prepares and submits correspondence on inspection matters; and follows-up on problems identified during inspection.

Assists contractors and others in identifying and correcting existing plumbing, heating, ventilation, air conditioning, fire suppression, and electrical systems problems to assure systems compliance with work plans, specifications, contract requirements, and building codes: identifies or receives information on electrical or mechanical system problems; reviews relevant documents related to the system; identifies solutions to system problems; communicates with contractors and other relevant parties to recommend solutions; and follows-up to determine if systems problems have been corrected.

Responds to requests for information on plumbing, heating, ventilation, air conditioning, fire suppression, and electrical system requirements from contractors, staff, and other relevant parties: receives request for information; communicates with appropriate parties; and documents response as needed.

Recommends the issuance of Notices of Deficiencies to the contracting officer and monitors violation corrections as needed: identifies unsafe or illegal building systems conditions; communicates with contractor and other relevant parties concerning identified deficiencies; monitors and communicates with appropriate parties to assure correction of violation; recommends issuance of Notice and prepares and distributes reports on violations.

Advises contractors and property owners on general construction issues, especially standard plumbing, heating, ventilation, air conditioning, fire suppression, and electrical systems issues; also advises parties on building codes and ordinances.

Conducts special inspections of alleged building code violations as directed; may be required to research special building problems and prepare documents to record inspection results.

Reviews and recommends approval/disapproval of Requests for Information (RFIs), Potential Change Orders (PCOs), and other standard documents related to construction project, schedules, plans, and payments.

Performs a variety of routine administrative activities related to inspection work, including but not limited to preparing and submitting written documents such as forms, letters, and reports; and requesting inspection training, equipment, supplies, and materials.

Acts to assure satisfactory customer service of contractors and property owners.

Performs other related work duties as required.

Education, Experience, and Licenses

Vocational/Technical School education in housing construction or related field. Five to nine years of progressively responsible construction management and inspection experience.

Any equivalent combination of training, education, and experience necessary to obtain the required knowledge, skills, and abilities.

Must possess and maintain certification as an International Conference of Building Officials (ICBO) Mechanical Inspector, International Association of Plumbing and Mechanical Officials (IAPMO) Mechanical Inspector, ICBO Light Commercial Combination Inspector, or licensed Master Mechanic, Plumber, or Electrician. PMP (Project Management Professional) certification

Must possess a current and valid driver’s license and maintain a satisfactory driving record.

Knowledge, Skills, and Abilities

Comprehensive and current knowledge of commercial and residential construction and inspection concepts, principles, methods, and techniques. Includes general knowledge of commercial and residential construction methods and techniques; considerable knowledge of federal, state, and local laws, rules, and regulations related to building and residence construction; and includes comprehensive and current knowledge of Building Officials and Code Administrators (BOCA) standards.

Comprehensive and current knowledge of public housing inspection and quality control concepts, principles, methods, and techniques; includes comprehensive knowledge of U.S. Department of Housing and Urban Development (HUD) Housing Quality Standards, Occupational Safety and Health Act (OSHA) regulations, lead and asbestos abatement, and procurement laws, rules, and regulations.

Comprehensive and current knowledge of the principles, methods, and techniques of plumbing and piping systems, including fire suppression systems

Comprehensive and current knowledge of the principles, methods, and techniques of natural gas delivery systems.

Comprehensive and current knowledge of the principles, methods, and techniques of electrical power delivery systems.

Comprehensive and current knowledge of the principles, methods, and techniques of heating, ventilation, and air conditioning systems.

Operational knowledge of the utility and public works operations related to utility installations (e.g., water, sewer, electrical, and natural gas utilities).

Comprehensive knowledge of construction-site safety principles, concepts, and methods; includes knowledge of conducting safety inspections; includes knowledge of OSHA regulations.

General knowledge of federal, state, and local labor standards related to public housing construction; includes basic knowledge of Equal Employment Opportunity and Davis-Bacon Act regulations.

Operational knowledge of architectural and engineering terminology and symbols to interpret blueprints, shop drawings, schematics, and specifications.

Skill in reading and interpreting blueprints, shop drawings, schematics, and specifications.

Operational knowledge of standard mechanical inspection devices.

Operational knowledge and skill in using a personal computer; includes knowledge of e-mail and word processing software applications.
